The broken line enables drivers entering from the right to continue straight. The driver in the white car, who entered previously and not from the right, must go straight and exit the circle.
As has been explained in several posts before, it really is NOT/NOT that hard to understand. The rules are logical and are clearly marked on every entrance to every circle in the Villages. Many of these comments seem to be struggling hard to find justifications for bad habits.
