Read your deed restriction document very carefully. My document says that the homeowner is responsible for maintaining the integrity of the wall, but it doesn't specifically preclude drilling a hole. But, personally, I wouldn't do it. I would use a metal or wood post to mount the light. Or, you may be able to use an exterior adhesive to attach the light to the wall.
