Well, you can talk to the prior owner of our villa. Pretty sure he's in Arlington Cemetery. He's the one that mounted that stuff.

That said,

Here's what it says.

The owner of the dominant tenement
shall not attach any object to a wall or dwelling
belonging to the servient tenement or disturb the
grading of the easement area or otherwise act with
respect to the easement area-ยทin-any manner which
would damage the servient tenement.


Not sure how a 1/8th in screw hole 1 inch deep, in any, way, shape or fashion, damages the servient tenement(i.e. the developer). Drilling into the neighbor's house is not your property, so that's out, straight away.
