It gives you the right NOT to have pay every time when you ride in a cart. The two cart change is just GOING BACK to the rules before COVID. The rules then were simple if you take more then 2 carts, ONLY two can be in the fairway at a time. Folks it is THAT SIMPLE! Golfers complain about the conditions, then complain because they can't take four carts on the fairways.
