In which case you could never pass a cyclist going 3 mph or a pedestrian walking in the cart lane, nor could you ever make a left turn either. The best explanation I have seen (which might be right or wrong), is that it is a "one way" solid white line. Cars should not cross it (and that's why the line is broken at an intersection that is on your right side so they can turn right), but carts can cross it to make a left turn or pass. Have not found anything that officially addresses this in the Florida statutes
