Cars are registered vehicles. What must you think of that? A golf cart moves at (in many cases) upwards of 20-25mph and can and has killed. If it hits you or another golf cart as happened to me, there is no way to identify or prove who it was when they take off even if the mall has a video. I know who hit my cart but they deny it and since I can't prove it it cost me big bucks. Yes officer, it was a blue Yamamama with some old guy in it. Comparing vaccine tatoos which is absurd and licensing a moving vehicle which can kill are not comparable.
