You don't really understand. You should've stopped with just those words.
He's not talking about substituting a sheet of plywood with a sheet of hemp. He's talking about INCLUDING hemp in construction wherever it's appropriate to do so.
And by doing that, the price of wood goes down because of supply/demand. The less you need wood, the lower its price. This isn't about replacing wood with hemp. It's about supplementing wood construction materials with hemp materials to keep overall costs down.
