This is information straight from Cheif Tucker:



"It would go to the closest tower and 911 center. It would not go back to their home area."



"It is best to know the cross streets at all times just in case. There is technology coming in the very near future that will give the 911 operator the GPS coordinates from your phone, but not every center has the technology."
