No solutions. But just like with a lot of medical ailments - there might not be a cure, but there are treatments.

Some options:

Be really OCD about it and take pictures of the offenders and post them on social media to shame them. This actually creates MORE problems, because now you become "one of THOSE people" who have nothing better to do with your life but to humiliate strangers on the internet.

You could vaguebook (like I did a few posts up) and specify an incident without naming names or describing anyone. So if they are the person in question, THEY will know who I'm talking about, but they also know that no one else will know (except the couple dozen people who were there and saw it as well, heh).

You could do nothing, and complain about it to people who can't do anything about it.

You could report them to - someone I guess, the rec department? Describe the person, describe their golf cart, describe their dog, time and exact location, so if the rec department sees them again maybe they could take a look and make sure the person is behaving himself. Not really efficient but it'll make you feel better that you did it.

You could confront the person directly, but I recommend not doing that unless there are a lot of witnesses. People get shot over less, lately.

You could pick up the trash yourself and know you're doing a service to humanity.

You could pick the offending trash up and toss it in the back basket of the guy's golf cart, and wave and say (cheerfully) "Oh this fell out of your cart, I rescued it for you! Have a great day!"
