There are cheats and thieves in all communities at all socio-economic levels. It is part of the human condition to want to "beat" the system whether it is tax evasion or escaping from prison or jumping line.
TV is a great place, but, being populated by human beings, by default must have the same mix of personalities as the "real world", but with a higher percentage of nice folks
and fewer not nice folks
