Is walking across any "more bright?" That's legal. It all comes down to doing whatever one does safely and OF COURSE legally.

Had they been street legal would they have looked less creepy?
When our "cart" was street legal (we had it "decommissioned" due to absurd insurance costs) we regularly crossed 441. It's no less safe or any more scary then taking a bike across or a motorcycle or walking. Like anything else if one isn't careful no matter what they drive it can go bad.
