You are SOOOOOOO wrong. The person going well under the limit is a far bigger problem then those that are going 10 over (not 20 or 30+ over, but 10, which is also like a golf cart going 2 over). I'm sure you've witnessed the mayhem that ensues when some bozo is going 55 in the left lane of an interstate, or even 25 on BV or Morse south of 466. Those drivers are not "following the rules", they are road litter and should turn their licenses in, because, as stated before, they might not get into an accident, but will surely cause one
