There is no law that stating the the pros of wearing masks outweigh the cons. And since the CDC has made contradictory statements on this matter proves that their dictates are not to be regarded as incontrovertible.
If you check Pubmed you will find contradictory studies for preventing infection. That is because it is not an exact science.
