I would do two things. First, download the software and drivers for your printer from this website.
HP OfficeJet 3830 All-in-One Printer Software and Driver Downloads | HP(R) Customer Support
Then, download the "HP Print and Scan Doctor" program from this website.
Official HP Print and Scan Doctor for Windows | Free Download hppsdr.exe
Hopefully, these downloads should diagnose and fix the problem.
