You contradict yourself in a very short post.
In your first sentence, you say that it's no longer allowed to state that criminals are black, white, Latinx, or Asian. In your third sentence, you say they WERE described.
Regardless, there's no rule anywhere that I know of saying that you're not "allowed" to describe a criminal that you saw.
You might want to check your phrasing, to ensure that you don't use known derogatory words in the descriptive, but yes you may absolutely say so if it is pertinent to the context of the story.
On the other hand, if you bring up an entire thread JUST to point out that black people are doing something bad...
then maybe you need to check your privilege. I haven't seen YOU do this at all.
But there are people who DO this kind of thing, and that is called race-baiting. It's an actual thing, with an actual name.
