most all of them are p25, encryption is an option.
They are trunked, which means that there is a control frequency and the radios jump to open frequencies assigned by the control frequency. That's what makes following radio traffic difficult. You have to monitor the control frequency so you can follow the data.
If it's encrypted you need the key, or you have to brute force it.
listening to encrypted public radio communications is now illegal in the united states.
but it's also illegal for amateur radio communications to be encrypted.
once again, rules for the peasants and the government are different.
