In the OP the poster states "I looked at the meter outside and it is not moving so I know there isn't a leak or it would keep moving despite all my faucets turned off" so it would seem unlikely it could be a leak.

I had a similar problem but it was a very "quietly" running toilet in the MB. When water use increased mid-cycle the water company (Jacobs?) came by my house and told me to check because they were notified of excessive use in their system. In our case the meter WAS moving. Took a while to discover the exact location of the running toilet as that was the last thing we looked at because it was so quiet.
