I live in Leesburg and had a similar situation awhile back. 85,000 gallons used they billed me for. When we called the city they said meter was read twice and that I must have a leak.
Called a plumber and they couldn't find anything and suggested getting a leak detection company. That company charges $300 for a simple detection. I asked the tech before he started, if I had a leak that used 85,000 gallons, shouldn't that meter dial be spinning rapidly or slowly if I had a minor leak ?
The dial did not move at all.
I called the city again and told them of the plumbers and leak detection company's results. They said they were going to send out a person to do a water flow test. I told I wanted to be present when they came to do that and they told me OK, that the person would call before coming over.
We got home from shopping and found out that they had been here and gone without any call. I was fuming.
We kept calling the city and sent them copies of the last 2 years water usage and it was nowhere near that even when we did run the sprinklers, so I told them the mistake had to be on their part and I was NOT GOING TO PAY A CENT TILL this got straightened out and I would get an attorney if things lead to that.
3 days later we get a call that they had made a mistake and that the meter had been misread.
I made them reimburse me for the plumber and leak detction company costs, which they did.
