I have never seen an outside telephone jack, however, if you are talking about the outside power receptacles you may need to check the GFCI receptacles in the garage, you could have up to 3 of these. There is a RESET button, if the GFCI continues to trip, you probably have water (or moisture) in one or more of the outside receptacles, I just found this at a neighbors house, had to replace the bad receptacle.
