If you are paying a cable TV service for a digital phone service, you only need to connect the phone jack on the back of the modem to any phone jack inside your house. But the phone lines need to be disconnected at the demarc on the provider side on the outside if you are plugging your internet phone into the house wiring which is probably the OP's problem if they are getting service other than from a modem. Our original demarc had a phone jack (actually 2) outside the house on the customer side for testing to eliminate the inside wiring as an issue. It was replaced when we had construction done not too long ago. #1 rule for installing VOIP service is make sure you are disconnected from any outside wiring if you plan to use inside house existing jacks. Could be why they have no service at their demarc. That does not apply to DSL.
