Maybe. I have used my interior jacks for my Xfinity phone service since the house was new. There is no wire connection to the interior jacks from the outside. Maybe the OP just needs to cut an incoming phone wire in the garage connection box and use a digital phone service. I don't think the builder anticipates that homeowners will subscribe to an analog phone service. With the cost and all of the taxes, an analog phone service really doesn't make sense, especially when a digital service is almost free.
