Note it states turn "at the dashed striping". You may enter the bike lane at the intersection and not before.

Seems we have catch 22. This was brought up few years ago and someone asked the sheriff department. They said you enter the lane so carts couldn’t pass while you’re was turning. Really no bike lanes in villages, they are are diamond lanes which cover any form of transportation.
