My understanding - could be wrong:

Yes - each of the three counties that TV has homes in have a different rate. Sumter county is the lowest; however that county has the bond in addition to the cost of the homes and is the only county in TV that has new homes. Within the individual county the rates are uniform and applied to the market value of the individual homes which is adjusted annually as is the rate.
