Looks like he is part of the misinformation crew. His primary work was in cardiology. However, he is using that basis to claim expertise in epidemiology and virology. I am sure that he took courses during his medical training that covered these areas but that doesn't make him an expert.
He is also advocating hydroxychloroquine as a treatment which has been debunked as an effective treatment against this virus.
