A Courtyard Villa wouldn't have been my first choice for a home, and I think they are overpriced in comparison to other homes. But I've grown very fond of our Villa, and the fence solves a multitude of problems.
We've adapted to the restrictions in TV by making it a priority to visit the Dog Park once or twice a day. It would make life easier for a lot of pet owners if there were dog parks provided in each quadrant of TV. It would also be a plus for those who don't enjoy dogs .. it would get the dogs off the streets and away from the postal stations.

Unfortunately I don't believe more dog parks will prevent people from allowing their dogs to use their neighbors yards and common areas to relieve themselves. I see many people out walking their dogs early in the morning when I'm jogging and the primary purpose is for the dogs to relieve themselves. I don't think the majority of them will go to the Dog Parks every time Mother Nature calls. I think part of the solution is for people to be more considerate and to try to get their dogs to use their own yards. I know this can be done because my dogs won't go anywhere but their yard. We are actually trying to train our dogs to go in designated areas at roadside parks so we can take them with us on short trips. Any ideas of how to do this is appreciated.
I do support more Dog Parks as part of the solution.
