I own two block and stucco villas, both built in the 90s. The older one is wooden studs on interior walls, the newer one is metal studs.
The wooden studs are 16" on center, the metal ones, are a mix of 16 or 24. It seems like they put them 16 on center in small sections of wall an 24" on center in large spans.
On the block walls, both have 1" foam batts over the block with furring strips at 24" on center.
I also have done work in several homes built in the early 2000s, all metal studs, most are 24" on center but again, it's a mix, depending on the wall.
Interestingly, the plate(the flat board at the bottom the studs attach to) has been wood even when there are metal studs. Also, in kitchens with metal studs, I've found a wooden nailer running horizontally about 6 inches down from the top of the cabinets as a cabinet attachment point.
