If you make the average and then you have to pay taxes, more than 50% of your income is going towards housing which is about 50% too much. I may not have the percentages exact but trust me it's a lot harder to live on 20,000 a year and being a villager with a paid off house getting social security and half a million in the bank. You can be a little generous , it won't cost you that much.

If you are talking about service people in restaurants you do realize that $ 10 is only salary.
A good waiter or waitress will make several times that amount per hour
