Neither are people who can't be vaccinated for medical reasons (such as my sister). 25% of the "people who CAN vaccinate" are not vaccinated. There are millions of people who CANNOT vaccinate. So that means millions more than 25% of the total population is not vaccinated.
2. We don't know what the % for the total population to be vaccinated will constitute herd immunity with COVID-19. We obviously haven't reached it yet. For the measles, herd immunity means 95% of the total population. The percentage varies from disease to disease.

For sure herd immunity will never be reached and that is NEVER.
Also, the mandates are all almost dead already.....all coming to an end soon.
