Offer other alternatives and they'll get angry. IF you want to donate $$$$ give to a shelter for battered women, a pregnacy help center or the Salvation Army. Those panhandlers could be asking at such agencies if they truly needed help.
I have heard the "broken down car" story at rest stops.
