A number of residents will not use this great communication instrument because as they say there are a set of "bullies" who pride themselves in their actions to make fun of the users . You know who they are! They are the ones who keep watch on the material in TOTV and strike at users to discredit them and their questions. The unfortunate part of this is that some good questions or advice go unasked to avoid that group. Maybe if on the first clear attempts to disrupt participation in TOTV results in that person being denied access. It would be greater to have less participation in the posts and more positive participants than more bully participants and less meaningful interchanges of ideas and questions. We have used TOTV for many years and this has
been getting worse as times go on and the bullies grow as a larger group of the total. Since there are no controls for this group and no consequences their interference and behavior will continue to grow out of proportion to the total positive users.

I could not agree more, too many here hide behind 'humor' or 'sarcasm' to make seriously demeaning posts about anyone and everyone, just because they can. Childish really, probably parents of younger social media bullies never teaching them common courtesies and truisms like, "if you don't have anything nice to say, don't say anything at all". I don't like shutting down free speech, but perhaps setting up a 'free for all' TOTV forum where anything goes would draw these mean-spirited posters away so the rest of us can converse civilly, just a thought.
