I don't think the person who posted that was blaming cyclists for bad car driving habits. He was blaming cyclists for their bad and often dangerous driving habits. Not all cyclists, of course, but I'm still laughing at a post from about a month ago by a cyclist who explained he doesn't stop because it interferes with his "pedal cadence"
Of course I doubt he realizes that a funeral procession walks to a cadence as well.....
