The USPS was NEVER intended to make a profit. And its losses are due to Congress mandating unreasonable retirement funding. The internet has caused a change in business model, which the previous Post Master was dealing with. And parcel delivery companies like FedEx, UPS, and DHL have taken some of the post offices business, so it had been adjusting to that change in the market. But, it is a service it is not a for-profit business.
The reality is that part of us wants the government to be reduced to a bare minimum of services - like fighting foreign wars, and another part of us want the government to do things for the people that are too large for any single company to deal with - like the interstate highway system which contributed massively to business profits.
This reducing functionality of the USPS is just a step in getting rid of it. Regardless of all the "justifications" given. And the person in charge of the USPS now is there because he has personal motivation (investments in competitors) to see the post office fail.

I don't agree with your point. More than 95 percent of my mail is trash. I just want to stop the trash from coming, but the Government forces everyone to have a box for them to deposit the trash and makes you pay for it. Look at how much junk mail is deposited into the trash cans at the mail stations.
Also, the USPS wants to tell people that they are self-funding, but they only want to count their current operating expenses, even though a huge part of their expenses are for benefits to retirees. Their accounting argument is ridiculous. Read the GAO reports.
