Well, as these bulbs and the laws which apply to them exemplify the "hurry up and do something, we'll think about it later" tenor of the apocalyptic Green movement and their willing albeit bewildered accomplices in Washington, I'd recommend mailing or shipping old bulbs to your Congressperson. However, there's probably a law against it.
