Sad we have rude / unhappy people and do not like Animals. Many complaints never a answer for a question. Never seen my lawn die from pee. Old tale not true. If people pickup poop there no problem. The lady needs help. You might help the lady walking her dog and get her to walk to other side . I have a neighbor that sits outside all the time. My friends feel uncomfortable with the guy looking. Busybody of the neighborhood. We have many around TV. You need proof to have something done.
