The woman in question has dementia and probably should not be driving either a golf cart nor a car to a dog park or anywhere else.
And she is out in the street when the water gets turned on inside the garage by the crappy neighbor and from what I can see online is not having her dog poop and pee on the specific neighbor's lawn.
