If neighbors just kept their pets off of other people's property, there wouldn't be an issue. As mentioned previously, someone should obviously reach out and try to help this lady - if she's suffering from dementia.

Not to get into an argument but if you look at your copy of the property plat, you will see that your actual property ends way short of the road. If you see a marker nail/peg in your drive (villa owners) that is where your property ends. On the other hand, you are responsible for maintaining the property all the way to the road.
In response to the poster that stated that you are not supposed to water your lawn after 7am, I believe that is just a suggestion, NOT a rule. Not sure, so I may be corrected. They also suggest watering days of the week, but no one adheres to it. I am not sure that any of that can be enforced, but again I may be corrected.
Easements for utilities is another issue. You can have an easement ON your property or through your property. The issue in this case is whether or not you have any authority to or requirement for maintenance on your front area near the road. I don't know about your neighborhood, but in mine we have sprinkler heads right at the edge of the street.
