Add to that: if the meter is running with all the faucets turned off then turn off the main water valve in your home (mine is in the outside wall just inside the garage). This would tell you if there is a leak in the wall or a leak between the meter and your home.
I have heard of the expansion tank on the hot water heater going bad and leaking. But if that was the problem then I would expect you would see the water puddling somewhere.
