That statement in my opinion, based on experience in having lived in many places, is simply not true!
I have had several dogs over the years, but until I came to live in TV I had never witnessed such bizarro behavior by some dog owners.
Maybe old age and loneliness have something to do with folks giving human attributes to an animal?
With my daily 3 mile neighborhood walk I encounter numerous dog walkers, and the dogs without exception are friendly and welcoming. I wave and say “morning” to all walkers and carts that pass, and only 7ish out of 10 acknowledge the greeting as opposed to 100% of wagging tails that pass. To those 3 out of 10 get your “tails” moving!
