Well, you would have to carry an "old fashioned" license.
It is clearly meant to be an option just like when you go through security at an airport you can either use an electronic boarding pass on your smartphone or a paper one in your hand as proof of your flight.
Eventually they will laser blast them into your retina or inject them with your flu shot so all they have to do is scan your retinas or stick a magnet on your forehead and you won't need a phone. To see how it can be done watch the movie Fantastic Voyage from 1966. They had it all figured out back then.
