Was he in a Walmart parking lot and was he shooting to protect property or himself? Seems to me that he did not shoot anyone until they ran him down and assaulted him. I do not know the laws in WI regarding self-defense, but here in FL we have something called "stand your ground" or something like that. You are not required to flee for you life before defending it. If someone rushes you here with a weapon in their hand (skateboard, rock, etc.) you can defend yourself, even if it means using a firearm.
