There will be some people that walk in the neighborhood pools but I don't think that activity is really meant for neighborhood pools either. The sports pools are for walking besides swimming laps. Most times, "combo swim" in the sports pools has the pools set up so half is used for laps and the other half for walkers with no lanes in.

Wow you must be the one who told this to the op. You can swim and exercise in any of the pools. You may have trouble swimming laps because other people are walking back and forth when this happens I swim from side to side with them. I do this everyday. The sports pool have dedicated lap lanes for more serious swimmers but there are no rules saying you can’t swim or exercise in any of the pools.
