I agree with your idea, but not for that reason or with that methodology. I'm 100% in favor of some sort of community-based "public transportation" system. I've posted as such previously. Not amenity-fee (though perhaps a % of all amenity fees collected could go toward the initial purchase of an office, garage, and vehicles) based. More like a public tram system where trams will stop at rec centers to pick up and drop off passengers, and make a stop at one (or two) of the town squares, and one (or two, or three) shopping/medical centers.
Maybe with a paid monthly pass, paid unlimited day-pass, and paid 3-day passes for visitors. Could even have seasonal passes, or yearly passes. No "senior discount" because it'd be assumed the passenger is a senior.
The passes would be directly connected to your Villager ID or visitor's ID pass. Scan and board, easy peasy.
