An argument could be made that walking, biking, or running might be precisely the time you *should* carry a phone in case of an emergency. But regardless, neither a Villager ID nor a Florida license is required for any of those activities or when shopping.
Not being sure which ID you are referring to when you say "they* would figure out a digital version is more cost effective, I wouldn't worry too much about that.
First, while both have been discussed neither have been implemented yet.
Second, it is unlikely that the other 49 states would agree to accept the FL digital ID any time soon.
Third, even FL would recognize that you cannot rely on digital IDs today; you can accept them but you would need to continue to accept the physical form.
Fourth, as far as I can tell the physical Villager ID does not expire so as long as you have one now you would not need the digital version if it ever comes to pass.
