Call Community Watch to report him . I reported a gate keeper once who wouldn't open the gate on the guest side, for anyone because he was not looking up from his book, or game, or what ever he was doing. Cars were getting backed up. Honking didn't even get his attention. He eventually looked up and said "Oh, I guess you want me to open the gate". So I reported him to Community Watch. They were very interested and glad I called.
