They should never be that tight. "Mechanics," should but don't use a torque wrench.
People sometimes get confused as to which way is tightening and which way is loosening. "A breaker bar," perhaps properly named. You can actually break the wheel lugs. In any case you slip a piece of pipe over the breaker bar to extend it and either the nut will come off or you will break the lug.
