I suffer from chronic illness & anxiety, I came here to recover with my emotional support dog. I'm quiet & considerate to everyone yet some just don't care & find it necessary to attack me?
Nobody knows what others are going thru..shame on her & I will no longer be holding my tongue. So much for my quiet peaceful happy place 🙄

Sorry to hear your dilemma. I have a similar unwanted dog/neighbor issue- the old, cancer filled dog thinks my yard is his potty...I've discussed it with the neighbor, but like your problem ,falls on deft ears. So now I keep a loaded squirt gun by the door. Yes, I have startled him a few times and will continue. The neighbor said...." oh, don't hurt my little baby" .....really?
Next its gonna have a little vinegar in there.
Obviously I don't want to hurt any dog, as you wouldn't either...but maybe carry a little spray bottle with you and give them a startle. I sure hope it's just little ones that are running out to you, because if not, it's time for some authoritative person step in...maybe write a ticket.
