People can only own TWO pets. Two dogs is not a pack. So if they have more than TWO dogs they are in violation. Also, even on your own property a dog must be on a leash another violation.
Too many dog owners lose track that it is a dog. A dog is a pack animal the reason why IF your neighbor has several they will bark growl together. One is the leader and that will be obvious. Also, by instinct a dog will not welcome another dog or even people on to it's property

Sadly, when things start bad it is difficult to turn things around-BUT IT CAN BE DONE.
Perhaps, there is someone that would help both of you? Perhaps, the villages?

You should hold off on attacking the OP, she obviously has some emotional issues and should seek professional help. That being said, what you posted is probably spot on. The telling phrase is that the
neighbor's dogs are a growling, barking pack and
her dog is a "sweet pup".
