Obviously I don't want to hurt any dog, as you wouldn't either...but maybe carry a little spray bottle with you and give them a startle. I sure hope it's just little ones that are running out to you, because if not, it's time for some authoritative person step in...maybe write a ticket.

Keep in mind it's not the dog's fault... It's the owner. All dogs ARE to be leashed, there is a fine. Also yes they will do what a dog does and walk them or live beside them... they will pee and poop, and it is legal even on your property... but they HAVE TO PICK UP THE POOP.. you can report them.
