Yea, I sit corrected on that.
I call it a license because I keep relating it to the Ham Radio license I got about 60 years ago except that test seemed easy since they didn't care what the weather was at 20,000 feet or what an aircraft at 15,000 feet was experiencing.
Although the certificate does give you privileges or "license (verb OR synonym)" to do things you can't without it.
