Sorry, but I have to disagree. Leaving enough time during high season is one thing, having some other cart block the road is entirely different. The person "legitimately" making the left turn should pull to the center line of the road, just like driving a car, not hang back on the MMP. Sounds like that person was under the mistaken notion that they could not enter an intersection until the oncoming traffic has passed. Go back to driver's ed, please.
